Today the tender for the construction of Black Rocks Harbor on Saba was published on TenderNed. At the end of October, the Minister of Infrastructure and Water Management granted the permit for the operation and construction of the new harbor. The permit was available for public inspection until early December. The permitting authority has not received any notices of appeal or objection. As a result, this project, which is essential for Saba’s connectivity and economic growth, enters a new phase with the start of the tender of the main contract.
The Public Entity Saba invites contractors to submit their bids for the ‘design and build of Black Rocks Harbor and Fort Bay Harbor improvement works’. After the realization of the project, Fort Bay Harbor will serve as the primary cargo harbor, while Black Rocks Harbor will cater to all other harbor users. The use of TenderNed, the Dutch government’s online tendering system, will contribute to a transparent, open tender procedure. Participation in the tender is open to all interested parties that meet the prequalification criteria.
A site visit will take place on January 31st and February 1st, 2024, to allow the contractors to familiarize themselves with the assignment and site conditions. The tender submission date is May 1st, 2024, which gives contractors a few months to prepare their bid for the Design-Build contract. Bids will be evaluated based on the prequalification criteria, the technical proposal and the commercial proposal. The aim is to select a contractor and sign the contract for the construction of the harbor before July 1st, 2024.
